Housing Department
Housing Rehabilitation and Construction Program allows us to help the family for the rehabilitation or construction of their homes through the provision of materials, guidance and assistance with the construction plans and permits required as the case may be.
- Materials are provided to qualified families who have the labor.
- Construction drawings are provided.
- Guidance and assistance with permit procedures is provided.
- In situations of extreme need, labor is provided by municipal brigades.
In order to receive any of the services offered by the Department, the applicant must meet the following basic criteria:
- Be a permanent resident of the Autonomous Municipality of Guaynabo for the past 3 years.
- Economically disadvantaged persons.
- Any person applying for the benefits of this Program must bring evidence certifying that he/she is the owner of the land where the house to be rehabilitated or built is located.
- If the dwelling is not located on the applicant's property, a written and sworn authorization (affidavit) must be presented by the owner of the lot, in which he/she authorizes to build and to remain for at least eight (8) years in the property to be built or rehabilitated.
- In cases of applying for rehabilitation assistance and not having ownership of the land, but having lived in the structure for more than 20 years, an affidavit certifying such information must be submitted. In cases of new construction or total rehabilitation of housing, an authorization by affidavit from the owner of the land will also be required.
Eligibility Criteria
To determine the eligibility of those participants who will receive assistance from the Municipal Housing Rehabilitation and Construction Program, the current Federal Housing Department (HUD) table of moderate income levels, adjusted by family component, will be used. And other requirements according to the initial interview.
Grounds for ineligibility
- Applicant is not a resident of Guaynabo or has not been a resident during the last three (3) years.
- That the applicant is a tenant.
- The assistance requested is for the applicant's second home or the applicant owns more than one property.
- That the family income is greater than that allowed by these Regulations;
- The condition of the home does not warrant improvements or repairs;
- The dwelling unit is located in a high-risk area or area prone to flooding, according to the FEMA 100-year map, or prone to landslides due to unnatural causes.
The Por Mis Viejos Program provides the integration of municipal agencies to provide services to our aging population, in order to improve the quality of life by providing direct services and minor repairs in their homes.
Eligibility Criteria
- Be a resident of the Municipality of Guaynabo for the last three (3) years.
- Be a person sixty (60) years of age or older or with a certified limiting physical condition.
- In case of not having ownership, a sworn statement must be submitted explaining the situation.
The Homeownership Program allows us to develop and implement concrete actions to mitigate the need for low-income housing in our city.
The provision of healthy, comfortable and safe housing for our low-income families remains one of the priorities of this municipal administration.
Our purpose is to improve the environment and housing conditions in the most needy sectors of the municipality. The Homeownership Program will take into account the following factors, among others:
- Areas with a high risk of flooding and/or landslides.
- Densely populated communities where the living conditions of the residents are poor and the structures in which they live are considered unsafe with deficiencies in basic services and prone to devastation by occurrences of fire, hurricanes or any other catastrophic act of nature.
- Conditions where the safety of our residents is at risk.
- Other reasons that are justified.
