Despite the remarkable economic progress experienced by the Municipality of Guaynabo, multiple socioeconomic challenges persist that affect certain population groups. Our financial aid programs, scholarships and school clothing vouchers are offered as a partial support to economically disadvantaged residents, especially those who cannot access similar programs in the community. These grants are awarded to individuals and families who meet the eligibility requirements established by the Department of Family Services.

The Youth Services Bureau, attached to the Family Department, provides a wide range of services for young people between the ages of 14 and 25. Our goal is to provide them with the necessary tools for their social and personal development, in order for them to achieve success in their future.
Some of the services offered by the Youth Services Bureau include:
- Talks and Coordination in Schools:
- Talks are coordinated in schools that address university, social and prevention issues.
- Interaction with students in university and vocational centers is encouraged, aligning their goals with areas of professional interest.
- Educational Fairs:
- Educational fairs are held at the Mario "Quijote" Morales Coliseum, where young candidates for graduation from public schools and colleges are invited.
- Students can interact with academic staff from different educational institutions.
- Recognition and Support:
- The Mayor's Award is given to Guaynabo public school students who have obtained the top three scores on the College Entrance Examination Board.
- Educational Vouchers are offered to help families of Guaynabo resident students with the purchase of school uniforms.
- Scholarships and Regia Program:
- Municipal scholarships are awarded to students from third grade to high school, recognizing outstanding averages.
- The Regia for your Prom Program provides gowns, shoes and accessories to middle and high school graduation candidates, in collaboration with citizen and private corporate donors.
- Support to Graduate Classes:
- Funds are allocated to Guaynabo public school graduating classes for their graduation activities.

- Affidavit (To be used for the following criteria Electricity or water bill is not in the Applicant's name, Self-employment, Mutual agreement on alimony, Rental Contract.
- Retirement Pension, Veterans Pension.
- Family Composition (The same criteria as the applicant will be used).
The following documents are requested to complete the Financial Aid file.
- Water and/or Electricity Assistance: Evidence of payment plan and payment history is requested.
- Assistance for payment of eyeglasses: Three (3) quotations from different opticians and medical prescription are requested.
- Assistance for payment of medications: Three (3) quotes from different pharmacies, and prescription are requested. This assistance can only be granted once in a lifetime.
- Assistance for payment of funeral expenses: The Death Certificate or Certificate from the Institute of Forensic Sciences and invoice for funeral services are requested.

We also offer school vouchers.
The requirements to apply for school vouchers are:
- Be a bonafide resident of Guaynabo for the last 3 years, applicable to all residents of public housing, condominiums, urbanizations and neighborhoods.
- Photo identification.
- Social Security and date of birth.
- Water or electricity bill (less than three months old).
- Certification of Nutritional Assistance (Vouchers).
- ASUME Certification.
- Unemployment Certification.
- Checkbook (recent).
- Letter from Social Security.
- Negative Rent Letter.
- Public Residential Referral.
- Affidavit (for the following cases: electricity or water bill not in the applicant's name, self-employment, mutual agreement on alimony, rental contract).
- Retirement Pension, Veterans Pension.
- Family Composition (the same criteria as the applicant will be used).
Necessary certifications:
- School Certification and/or Scholarship School Certification.
Beneficiaries:
- Students in kindergarten through twelfth grade from public schools in Guaynabo or close to our city, such as San Juan, Cataño, Aguas Buenas, Caguas, Río Piedras and/or Bayamón.
- Students from Guaynabo and nearby schools, with scholarships from the Department of Education or private entities (not paid by family members).
