The Office of Federal ProgramsThe Department is dedicated to the administration and execution of programs with federal funds and provides guidance on the necessary management and interaction with other departments and offices of the Autonomous Municipality of Guaynabo to ensure compliance with the objectives of each fund aligned with the public policy of the Municipality.
The Office of Federal Affairs is composed of three (3) areas:

Progress report, tasks and course of funding
- CDBGCommunity Development Block Grant (CDBG) Program: The Community Development Block Grant (CDBG) Program supports community development activities to build stronger, more resilient communities. To support community development, activities are identified through an ongoing process. Activities may address needs such as infrastructure, economic development projects, public facilities, community centers, housing rehabilitation, utilities, permitting/procurement, microenterprise assistance, code enforcement, homeowner assistance, etc.
- HOME HOME Investment Partnerships Program: The HOME Investment Partnerships Program provides formula grants to states and localities that communities use (often in partnership with local nonprofit groups) to fund a wide range of activities including the construction, purchase and/or rehabilitation of affordable rental or homeownership housing or to provide direct rental assistance to low-income persons. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The Program's flexibility allows state and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits.
- HOME ARPThe American Recovery Plan (ARP) provides $$5 billion to assist homeless, at-risk of homelessness, and other vulnerable populations by providing housing, rental assistance, supportive services, and non-group shelters to reduce homelessness and increase housing stability nationwide. These grant funds will be administered through HUD's HOME Investment Partnerships Program.
- SECTION 8 The Housing Choice Voucher Program, better known as Section 8, is a Federal Program administered by the Autonomous Municipality of Guaynabo. It provides rental subsidies to low and moderate income families who are able to rent private, habitable housing that meets safety and sanitation standards.
- FSS: The Family Self-Sufficiency (FSS) Program is a voluntary, self-regulated five (5) year program designed to help Housing Choice Voucher Program (Section 8) participants achieve self-sufficiency. It should be noted that this Program seeks to enable these beneficiaries to become homeowners or gain access to better employment and educational opportunities, thus promoting empowerment and economic independence.
- HOPWA: The Program is aimed at developing strategies to meet the housing needs of low-income persons with a positive diagnosis of HIV or AIDS and their family members, complemented by support services. HOPWA is attached to the Puerto Rico Department of Health, under the direct collaboration of the Central Office for AIDS and Communicable Disease Affairs (OCASET), but its administration is delegated to the Municipality of San Juan.
- E-RATE: The College and Library Program, also known as the E-rate Program, makes telecommunications and information services more affordable for U.S. colleges and libraries and their jurisdictions. Created by Congressional Order in 1996 and implemented by the Federal Communications Commission in 1997, E-rate provides discounted telecommunications, Internet access and internal communications to eligible colleges and libraries and is funded by the federal Universal Service Fund (USF).

The ''Housing Choice Voucher Program'' better known as Section 8.is a Federal Program administered by the Autonomous Municipality of Guaynabo. It provides rental subsidies to low and moderate income families so that they can rent private, habitable housing that meets safety and sanitation standards.
WHO IS ELIGIBLE?
All families composed of one or more persons. Income must not exceed the limits established by the Federal Government.
PROGRAM REQUIREMENTS SECTION 8:
- Be a U.S. citizen.
- No criminal record related to drug use or distribution.
- Not to exceed the income limits as set forth in the HUD income limit tables.

- Discrimination on the basis of race, religion, color, sex, national origin, physical or mental disability, family size, or pregnancy is prohibited.
- Comply with tax obligations (CRIM, Patente, Hacienda, as applicable).

These rents do not include utilities, which are calculated based on the size of the unit and the service provided by each lessor. Until December 2024. These rents are verified each year and updated as of January 1 of each calendar year.

Vouchers are issued according to the waiting list and availability of funds.
- Economically Disadvantaged Business Plan
Small for-profit businesses, whose owners are part of a socially and economically disadvantaged group that owns at least 51% of the business and controls day-to-day operations and management, are certified under the Disadvantaged Business Enterprise (DBE) Program. This program ensures that there will be no discrimination in the award and administration of federally funded contracts.
